Why Do They Always Wait Until After a Breach?

Computerworld reports that executives at Hannaford Bros. Co. said they expect to spend "millions" of dollars on IT security upgrades in the wake of the recent network intrusion that resulted in the theft of up to 4.2 million credit and debit card numbers from its systems.

Although this is good news, doesn't it make you wonder how good things could be if organizations planned appropriately up-front -- before a breach -- implementing better data protection plans and avoiding the breaches in the first place?
